Central African infrastructure financing will be the focus of discussions at the second International Financial Conference, scheduled to take place in Yaounde from April 23 to 24, 2026. The event is being organized by brokerage firms Contracturer Capital S.A., Horus Investment Capital and Akoa Mballa & Co, with the goal of strengthening financial engineering in support of structuring projects in the Central African Economic and Monetary Community (CEMAC).
Under the theme "Regional Financial Market and Structured Finance Engineering for Infrastructure Projects in CEMAC," this conference aims to bring regional financial markets closer to long-term financing needs in the transport, energy, water, telecommunications and public equipment sectors. Cameroonian financial engineering experts believe that the market remains underexploited for long-term financing of structuring projects, despite a structured regional environment and the presence of institutional and non-institutional investors.
The organizers emphasize the existence of local liquidity that is not being sufficiently mobilized. The main challenge is to improve intermediation between available savings and infrastructure projects, thereby reducing dependence on external financing.
Five main areas will structure the conference's work, including liquidity and financial innovation, with a particular focus on long-term bonds, green bonds, participatory Treasury bonds and the securitization of public-private partnership (PPP) projects. Another component will be devoted to financial inclusion and the mobilization of informal liquidity, particularly via digital savings platforms such as Mobile Money and Orange Money, as well as digital investment instruments for the diaspora.
Strengthening skills in structured finance will also be addressed, through regional pooling of projects, the creation of a regional structuring center and the development of partnerships with institutions such as the African Development Bank, the World Bank, the International Finance Corporation and Proparco.
The goal is to formulate concrete and operational recommendations and establish a lasting framework for dialogue between public and private stakeholders, with the expected participation of key figures in the sub-region's finance and economy. The Bank of Central African States (BEAC) is encouraging the issuance of green bonds to boost the CEMAC stock market. These bonds raise funds for sustainable development projects, such as the construction of hydroelectric dams, helping to reduce greenhouse gas emissions.
