UN Secretary-General António Guterres has appointed American diplomat James Swan as his new Special Representative and head of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). He succeeds Bintou Keita of Guinea, who departed in November 2025 after leading the UN mission since 2021.
Effective March 5, 2026, this appointment marks a turning point for MONUSCO, which operates amidst a concerning security situation in eastern DRC. The UN Security Council has extended the mission's mandate until December 20, 2026. Resolution 2808 maintains an authorized strength of 11,500 military personnel, 600 military observers, 443 police personnel, and 1,270 formed police unit personnel.
James Swan brings to the position extensive experience in African affairs and peacekeeping operations. Prior to this appointment, he served as Special Representative of the Secretary-General for Somalia and Head of the United Nations Assistance Mission in Somalia (UNSOM). He also held significant positions within the U.S. government, including as U.S. Ambassador to the DRC from 2013 to 2016, and Ambassador to Djibouti from 2008 to 2011.
Mr. Swan's primary mission as head of MONUSCO will be to support efforts to enforce the ceasefire between the DRC armed forces and the AFC/M23 rebel coalition in the east of the country. This region remains plagued by persistent violence, with disastrous consequences for civilian populations. MONUSCO is mandated to protect civilians, support the Congolese government in stabilizing conflict-affected areas, and assist in the disarmament of armed groups.
The appointment of an American diplomat to head MONUSCO comes amid increased U.S. involvement in resolving the crisis in the DRC. It remains to be seen whether this new leadership will enable MONUSCO to overcome the challenges it faces, including operational constraints, regional tensions, and a lack of public trust.
