Foumban and four other communes in Cameroon's West Region are at the forefront of a significant reform: the digitization of birth certificates. This initiative aims to improve data preservation, reduce the risk of losing physical archives, and enhance the security of official documents.
In February 2026, joint missions from delegations of MINDDEVEL (Ministry of Development), BUNEC (National Civil Registration Office), CIVIPOL, and RECORD (Research Network on Children and the Law) toured the five pilot communes in the West Region, including Foumban. The main objective was to ensure that digital birth certificates become the norm, replacing the old handwritten registers kept by civil registry officers.
Launched in November 2025, the project is currently in the evaluation phase. The challenges identified include the need to increase and strengthen staff training, increase the number of computers for data entry, and ensure a reliable energy source. Closer coordination between the various local actors is also considered essential, including administrative, judicial, municipal authorities, civil society, traditional leaders, and religious leaders.
The digitization of birth certificates offers numerous advantages, including simplifying procedures, reducing delays, decreasing the risk of document loss, and eliminating associated costs. It also ensures legal identity for children from birth, facilitating access to education, healthcare, social services, and legal protection.
Despite these advances, challenges remain, such as the low digital literacy of some populations, particularly in rural areas, and the need to invest in digital infrastructure to ensure reliable connectivity.
