Chad is looking to accelerate the modernization of its postal sector by drawing inspiration from the experience of the Cameroon Postal Services (Campost) [cite: null]. A delegation from the Société Tchadienne des Postes et de l’Épargne (STPE) undertook a mission to Cameroon from April 28 to May 4 to closely observe the tools and transformation strategies implemented by Campost [cite: null].
Chadian officials expressed strong interest in Campost's Data Center and Hybrid Mail Center, considered key infrastructures in service modernization [cite: null]. Discussions also focused on digital financial solutions developed by Campost, including CAMO, CAMPOSTPAY, and MEI [cite: null]. The main objective of this visit was to identify concrete levers to revive the Chadian postal sector, which faces the challenges of digitalization, profitability and service adaptation, similar to those encountered in other countries in the sub-region [cite: null].
The Chadian delegation was received by the Cameroonian Minister of Posts and Telecommunications, Minette Libom Li Likeng, with whom she discussed several areas of cooperation [cite: null]. These include the modernization of postal infrastructure, the improvement of postal financial services, and the sharing of experiences in governance, innovation and digitalization [cite: null]. The Chadian authorities consider this mission strategic, as they see the postal sector as a tool for economic development, financial inclusion and national connectivity [cite: null].
Chad, through the STPE, aims to make the postal network the main vehicle for financial and digital inclusion. An ambitious recovery plan has been implemented, led by a new management team, with three main priorities: financial sovereignty and total inclusion, digitalization serving the territory, and connection through mobile telephony.
The STPE also plans to launch a virtual mobile operator (MVNO) to offer mobile phone services. This initiative is part of a desire to modernize services and adapt to the digital age, where postal services must evolve to support e-commerce, financial services and digitalization.
By turning to Campost, Chad is prioritizing a regional feedback, focusing on solutions adapted to the local context rather than models imported from outside [cite: null]. It remains to be seen which solutions from the Cameroonian model can be adapted to the Chadian market and at what pace. Campost, for its part, continues to modernize its services. The public company has launched a call for tenders for the acquisition of 400 Android electronic payment terminals, aimed at strengthening its electronic payment system and digitizing its postal financial services.
