Cameroon's Minister of Finance, Louis Paul Motazé, accompanied by the Minister Delegate to the Minister of Economy, Paul Tasong, presented on February 19, 2026, in Douala, the Cameroonian government's strategy to finance its budget for the current year. This strategy aims to raise 1650 billion FCFA.

The event, held at the K-Hotel, brought together national and international investors. Louis Paul Motazé took this opportunity to reaffirm the solidity of the Cameroonian signature and the government's commitment to clear domestic arrears and accelerate structuring investments.

The financing plan is based on a balance between different sources. On the BEAC domestic market, the State hopes to raise 400 billion FCFA. International markets are expected to contribute 1,000 billion FCFA, while 250 billion FCFA is expected through direct loans from the local banking sector.

The Minister emphasized the resilience of the Cameroonian economy, with growth projected at around 4.3% in 2026. He also reassured about the control of the budget deficit and the country's debt level, estimated at around 42% of GDP, below the regional convergence ceiling of 70%.

A fundraising operation of $750 million (approximately 450 billion FCFA) was successfully conducted in London on January 30, 2026. This operation, carried out through private placement with investors such as Citi and J.P. Morgan, demonstrates the confidence of international lenders in Cameroon. The funds raised will be used primarily to clear payment arrears, which are seen as an obstacle to growth.

For the remainder of 2026, the Cameroonian government is considering other initiatives, including collaboration with the African Development Bank (AfDB) and ATIDI. Discussions are underway to establish a credit enhancement mechanism to obtain more attractive financial conditions. The government also wants to capture diaspora savings and launch thematic bonds (green or social).

Louis Paul Motazé stressed the importance of trust between the State and its financial partners, emphasizing that every investment in Cameroonian public securities contributes to the construction of infrastructure and the development of the country. The State budget for 2026 amounts to 8,816.4 billion FCFA.
