The Financial Governance Support Project (PAGFI 3) revealed that at the end of 2024, the assets held by the State in Cameroonian public enterprises amounted to FCFA 1,507.3 billion. This assessment, currently being inventoried, aims to identify and value all the assets and liabilities of the State and other public entities, thereby improving budgetary and asset transparency.
These assets are distributed among 49 public enterprises, 35 of which are wholly owned by the State and 14 are mixed economy companies (SEM) with shared ownership. Non-financial assets include administrative buildings, infrastructure, roads, equipment, inventories and land, while financial assets include equity investments, loans, advances, receivables, cash and deposits.
At the same time, the debt of public enterprises and administrative public institutions exceeded FCFA 1,000 billion as of December 31, 2024. The Caisse Autonome d'Amortissement (CAA) specifies that the direct external debt of these entities amounts to FCFA 493.9 billion. This amount mainly includes supplier and operating debts of Sonara (Société nationale de raffinage) and Camair Co (Cameroon Airlines Corporation), representing 96.1% of the total external debt.
The consolidation of these data is crucial for the management of public finances, particularly in a context of increased monitoring of debt sustainability. PAGFI 3, a result of cooperation between Cameroon and France, aims to strengthen budgetary credibility, improve financial information and control budgetary risks.
The third session of the PAGFI 3 Steering Committee, held on February 25, 2026, in Yaoundé, validated the Annual Budgeted Work Plan (PTAB) 2026 and noted progress in the implementation of the State's asset accounting. The objective is to achieve certification of the State's accounts by 2030. The CAA, created in 1985, plays a key role in managing Cameroon's public debt and securing the monetary and financial market.
