The program to acquire civil engineering equipment for Cameroonian municipalities is entering its concrete phase. A first batch of 40 state-of-the-art machines is expected at the port of Douala in April 2026, marking the start of an ambitious initiative to strengthen the capacity of local authorities in road maintenance and access to drinking water.
The announcement was made on February 20, 2026, in Yaoundé, at the close of the 45th extraordinary session of the board of directors of the Special Fund for Equipment and Inter-communal Intervention (FEICOM). This initial delivery is part of a larger program, which includes the acquisition of 263 pieces of equipment for municipalities across the country. Further deliveries will follow, with 150 machines expected in July 2026, 68 in August of the same year, and five mobile crushers in June 2027.
This project is the result of an initiative launched in 2013 by United Communes and Cities of Cameroon (CVUC). According to Augustin Balla, president of CVUC, it represents "a significant step forward for decentralization". The goal is to empower local authorities to fully exercise their powers in the creation and maintenance of roads, the development of roadways and the supply of drinking water.
The financing for this program amounts to 97.2 billion FCFA. It is based on a complex financial arrangement, combining international loans and national contributions. Two loans were contracted from Standard Chartered Bank New-York USA and Private Export Funding Corporation (Pefco), for a total of 55 billion FCFA, guaranteed by US EXIMBANK. The Cameroonian government is contributing 21.6 billion FCFA, while FEICOM and the municipalities are providing an additional 20.6 billion FCFA.
The equipment, supplied by the American company Hofmann Equipment, will be distributed over five zonal bases covering all the agro-ecological zones of the country. These bases will be located in Tiko (Littoral and South-West), Mfou (Centre and South), Mandjou (East and Adamaoua), Koutaba (West and North-West) and Maroua (North and Far North). The program also includes the training of municipal technical staff in the use and maintenance of equipment, as well as the creation of a mixed economy company responsible for the management of the inter-municipal park.
Georges Elanga Obam, Minister of Decentralization and Local Development, chaired the FEICOM Board meeting where the delivery schedule was confirmed. This equipment acquisition program represents a major investment to improve local infrastructure and services across Cameroon.
