The Cameroonian administration is undergoing a notable digital transformation. Between May 2025 and March 2026, the AIGLES (Application Informatique de Gestion Logique des Effectifs et de la Solde - IT Application for the Logical Management of Personnel and Salaries) software automated the creation of 11,673 registration numbers for new civil servants. This innovation eliminates queues and physical travel to Yaoundé, marking a break with old bureaucratic practices. Is Cameroon moving towards a fully digital public administration?
On March 13, 2026, Joseph Lé, Minister of Public Service and Administrative Reform, visited the headquarters of the AIGLES project in Yaoundé. This visit underscores the importance the government attaches to the digital transformation of the administration. Complete lists of the 11,673 beneficiaries are available on the official MINFOPRA portal.
The AIGLES system offers new civil servants the opportunity to track the progress of their administrative careers in real-time via a personal account on the portal. This approach significantly reduces travel to the capital for administrative procedures. This reform is part of the "Public service close to the people" policy, promoted by President Paul Biya, which aims to bring the State closer to the citizen through digital technology.
AIGLES, which came into service on January 1, 2025, is the single platform for managing state human resources and payroll. It gradually replaces the SIGIPES and ANTILOPE applications, integrating and improving their functionalities. The system is bilingual (French and English).
The expected benefits of AIGLES include improved efficiency, transparency and governance within the public administration. The system enables real-time synchronization of career and payroll data, automates step and class advancements, and provides instant messaging notifications. It also ensures rapid processing of files, from recruitment to retirement, and control of attendance at posts.
In March 2025, Minister Joseph Lé indicated that the AIGLES system had identified 294,498 government employees eligible for promotions since its launch. Of these, 198,223 had already been promoted, with immediate salary adjustments. The system also corrects payroll errors and removes undue allowances, thus contributing to more rigorous management of public finances.
The implementation of AIGLES represents a significant step forward in the modernization of Cameroon's public administration, leveraging digital technologies to improve services to citizens and optimize the management of state human resources. It remains to be seen whether this initiative will bridge Cameroon's gap in e-government development, with the country ranking 155th out of 193 according to the United Nations E-Government Development Index in 2024.
