The municipality of Bétaré-Oya, located in the Eastern region of Cameroon, inaugurated a new municipal housing complex on March 18, 2026. The Minister of Decentralization and Local Development, Georges Elanga Obam, inaugurated the infrastructure, marking a significant step in improving the living conditions of local populations.

The project, costing FCFA 459.9 million, includes 28 housing units, of which 22 are type T3 and 6 are type T4. These units aim to address demographic pressure and provide decent housing for Bétaré-Oya residents. According to Nicolas Baba, the mayor of Bétaré-Oya, the municipality received support from Feicom of over FCFA 3.1 billion between 2020 and 2025, demonstrating the State's commitment to local development.

The construction of this municipal complex is part of the Programme de construction des cités municipales (PCCM). This program is the result of a partnership framework agreement signed in 2013 between the Fonds spécial d'équipement et d'intervention intercommunale (Feicom), the Crédit foncier du Cameroun (CFC), and the Association des communes et villes unies du Cameroun (CVUC). The PCCM's primary objective is to support Cameroonian municipalities in strengthening the supply of affordable and decent housing.

To implement the PCCM, two credit lines totaling FCFA 30 billion were opened by the CFC in 2013 and 2021. This funding enabled the construction of 1,531 housing units of types T2, T3, T4, and T5 in 87 municipalities across all regions of Cameroon. Crédit foncier plans a third round of funding of FCFA 30 billion from 2025 to continue the program, with the goal of mobilizing 1,200 young people on construction sites and creating around 50 SMEs specializing in construction.

Georges Elanga Obam emphasized that this inauguration symbolizes the State's commitment to strengthening territorial development and promoting effective local governance. He added that it illustrates the strategic desire to consolidate the capacities of communities and improve the living conditions of citizens. The Bétaré-Oya municipal complex represents a significant milestone in the national strategy for access to decent housing, aligning with Sustainable Development Goals (SDG 11).
