Public law professor Jean Calvin Aba'a Oyono has filed a preliminary appeal with the Director-General of External Research (DGRE), seeking compensation of three billion FCFA following his arrest and 42-day detention in October 2025. The academic, known for his expertise in administrative litigation, considers his detention to be an "administrative fault" engaging the responsibility of the State.
Abaa'a Oyono relies on the events of October 25, 2025, when DGRE agents, hooded and without a warrant, abducted him from his home. He denounces a "kidnapping" and "inhuman treatment" suffered during his detention. According to his account, these agents, acting on orders, violated the Constitution and regulations in force.
The lecturer at the University of Yaoundé II believes that his arrest was aimed at silencing him as the results of the presidential election of October 12, 2025, were about to be announced. He recalls that he supported opposition candidates Maurice Kamto and Issa Tchiroma Bakaray during the electoral process. He points out that his arrest coincided with those of other supporters of these political figures, such as Djeukam Tchameni and Anicet Ekani.
For Aba'a Oyono, these actions constitute a "wrongful illegality" on the part of the administration, justifying financial compensation. He assesses the damage suffered as a result of the interruption of his activities for 42 days at three billion FCFA.
In the absence of a favorable response from the DGRE, Aba'a Oyono says he is ready to refer the matter to the competent administrative court, while considering an action before the military court against the DGRE agents involved. He was arrested on October 25, 2025, at his home in Yaoundé. A few days before his arrest, he had been expelled from Garoua.
Jean Calvin Aba'a Oyono is a Cameroonian academic and jurist, qualified in public law and a lecturer at the University of Yaoundé II. He is also an independent consultant specializing in administrative and constitutional litigation.
